good message: i found a precompiled package "libplib1" and installed it- so at least i can play SD again.
bad message: it did not fix my problem with trackgen. Compiling PLib like this:

export CFLAGS="-fPIC"
export CPPFLAGS=$CFLAGS
export CXXFLAGS=$CFLAGS

./configure
make
sudo make install


creates (or renews) only the libplibXXX.a Files. Package libplib.dev does install *.so-files as well, but they are only errorous links to (missing) *.so.1.8.5-files.

a wiki entry on Delta3d-Dependencies says, that they could be compiled manually like this:

make
gcc -shared -W1,-soname,libplibul.so.1 -o libplibul.so.1.8.5 *.o
mv libplibul.so.1.8.5 /usr/lib


but the gcc-command does not work at all:

gcc: error: *.o: Datei oder Verzeichnis nicht gefunden
gcc: error: unrecognized command line option ‘-W1,-soname,libplibssg.so.1’
gcc: fatal error: no input files
compilation terminated.

(first gcc error means "file or folder not found")

yehaa, it works, now.

got the relevant lib compiled this way (starting inside plib-1.8.5):

./configure
make
cd src/sgg/
gcc -shared -Wl,-soname,libplibssg.so -o libplibssg.so.1.8.5  *.o
sudo cp libplibssg.so.1.8.5 /usr/lib


now it works fine and provides the elevation files... i did not have to change anything (like define proxy_textures_are_broken), thus something seems wrong with the version in the ubuntu package..?
