Unrealistic cluth behaviour (Possible BUG?)

I noticed this when I was using manual transmission:
When the car is in first gear (and possibly the other gears as well) , it can roll down a hill backwards (when there is zero throttle applied) while the clutch indicator shows that the clutch is fully engaged. This can't happen in a real car. Should I open a bug report?
