LOL - OK lets back up. Torcs and SD are available both in Linux (me) and M$Windoze.
In Linux the data for cars, tracks, etc. is located in /usr/share/games/torcs (or speed-dreams) directory. In Windoze the data directory is located in c:\program files\speed-dreams-(version number)\data\
If you look in the "cars" directory, you will find directories for all the car names. Inside those directories are .rgb or .png or .xcf files for the skin colouration.
As far as what mungewell was talking about, "Gimp" is a paint program for Linux. I am not sure if it is available for Windoze. I have not used "Inkscape" before. Blender is a 3d editing and animation program.
