Do the bots in AI learn to drive better on a given track over time?

Short answer: No.

Long answer: By default, no. Some of the bots have "learning" implemented to adapt car setups for instance, but it's deactivated on all bots that ship with SD by default. There are more details I'm probably missing but an active dev can probably clue you in on more.
